Your foreign licence hasn't been expired for more than six months at the time you apply.
You're resident in Ireland and hold a valid Irish learner permit. Apply to the RSA for reduced EDT approval before starting lessons — we can point you to the right form.

Approved drivers are exempt from EDT lessons 2, 3, 4, 8, 11 and 12. A shortened Essential Driver Training programme for drivers who hold a full licence from a country Ireland does not have a licence-exchange agreement with. Instead of the standard 12 EDT lessons you complete 6, and you may also be exempt from the six-month waiting rule before sitting the test.
Broadly: you hold a full driving licence from a non-exchange country, you held it for at least two years before getting your Irish learner permit, it hasn't been expired more than six months when you apply, you're resident in Ireland and hold a valid Irish learner permit.
